- ItemBuilding a Seed Business to Support Lowland Rice Production and Move Uganda Closer to a Self-sufficient Rice Industry--Kibimba(2019) IFDCThe demand for lowland rice in Uganda has steadily increased, making it one of the country's fastest-growing cash crops. However, the lowland rice industry has received little investment, leading to a shortage of quality lowland rice and a reliance on imported brands. Kibimba Limited, Uganda's largest rice estate, aims to address this issue by becoming a certified lowland rice seed supplier, laying the foundation for a lowland rice seed industry. Kibimba seeks to improve yields and quality while ensuring a consistent supply for milling and distribution by providing clean seed to farmers and offering to buy back the harvested paddy. However, this business model requires farmers to shift from low-investment, low-input practices and invest in certified seed. Farmers must also meet Kibimba's quality requirements for paddy, which may involve changing cultivation practices. Kibimba's certification process is expected to enhance relationships with farmer groups and increase the supply of quality lowland rice. With its large-scale production capabilities, Kibimba can significantly contribute to improving yields and supplying locally produced lowland rice. To support this initiative, Kibimba has partnered with the Resilient Efficient Agribusiness Chains in Uganda (REACH-Uganda) project, which aims to strengthen connections with farmer groups and build trust in Kibimba as a seed supplier and paddy buyer. The partnership includes the establishment of demonstration plots, branding and packaging of the certified seed, and potential collaboration with other rice-milling companies. The expected results include increased yields, farmer participation, income generation, improved milling output, and revenue for Kibimba. This endeavor represents a positive step towards a self-sufficient rice industry in Uganda, with the potential for a thriving lowland rice seed sector.
- ItemBusiness Innovation for Resilient and Efficient Farming - DGL(2019-01-01) IFDCThis publication discusses the challenges Diner's Group Limited (DGL) faced in expanding its multi-stage rice milling operations in Uganda. Despite the growing domestic demand for rice, discerning consumer preferences often favor higher-quality imported rice over locally grown varieties. DGL aims to address this by increasing the use of multi-stage mills to improve the quality of rice produced in Uganda, benefiting farmers and consumers. The reliance on single-stage mills, limited access to clean seed, poor water management, cultivation practices, and low fertilizer use contribute to low yields and poor quality rice in Uganda. Although convenient and offering credit options, village-based single-stage mills often produce lower volumes of inferior-quality rice. Breaking the debt cycle and encouraging farmers to switch to multi-stage mills require innovative approaches. DGL is implementing several strategies to build a more substantial farmer base and enhance the milling process. Collaborating with REACH-Uganda, DGL aims to connect with farmers through field extension workers who advocate for multi-stage milling and support cultivation practices. To overcome transportation costs, a truck has been acquired to facilitate paddy collection, reducing farmers' expenses. Moreover, DGL will assist farmer groups in accessing credit from the Microfinance Support Centre, offering recommendations and ongoing support. To promote the Diner's Rice brand and increase consumer confidence, DGL plans to redesign packaging to reflect the high quality of multi-stage milled rice. By improving farmer engagement, transportation logistics, access to credit, and consumer awareness, DGL and its partners aim to increase high-quality rice production in Uganda, benefiting farmers and meeting the rising demand for locally produced rice.

Psalms Food Industries Ltd, a Ugandan food brand, recognized an opportunity to use locally sourced produce and compete with imports. This publication explores the journey of Psalms Food Industries Ltd, which started as a small-scale operation and has grown into a successful enterprise producing diverse food products, with potato crisps being a significant product line. The publication highlights the unique approach of Psalms Food Industries Ltd, actively seeking out local produce for processing and emphasizing the use of Ugandan ingredients. However, challenges arise due to the limitations of local potato varieties, including small size, deep dents, and seasonal fluctuations in quality, which affect processing efficiency. Additionally, the absence of a reliable seed industry and fragmented supply chains hinder the alignment of farmer practices with the business's requirements for quality produce. To overcome these challenges and sustain growth, Psalms Food Industries Ltd has partnered with REACH-Uganda to improve business processes, strengthen the supply chain, and explore introducing new potato varieties. This includes expanding factory space, implementing automated processing, enhancing quality control, improving packaging and distribution, and developing marketing strategies. The publication emphasizes the importance of personalized supply chains and direct sourcing from farmer groups to enhance collaboration and reduce reliance on traders. Furthermore, the collaboration aims to introduce potato varieties better suited for mechanical processing and frying, improving product quality, reducing wastage, and potentially increasing yields and sale prices. The results achieved so far include significant growth in production, sales, and employment, as well as improved branding and marketing efforts. The publication also highlights the projected financial and social impacts, such as increased income for farmers, improved household resilience, and enhanced market access for Ugandan produce.
- ItemEstablishing a Seed Potato Industry in Eastern Uganda(2019) IFDCThis document focuses on the challenges and opportunities in the potato industry in Uganda. Despite a favorable climate and increasing domestic demand, the sector faces limitations due to a small and fragmented seed potato industry. Only 34% of the national demand for seed potatoes is being met, and potato yields are well below the country's potential. To address this, the Mengya Integrated Farmers Association (MIFA) aims to establish itself as the first Integrated Seed Business in Eastern Uganda, capable of undertaking the entire seed multiplication process. MIFA recognizes farmers' need for clean seed potatoes, but many struggle to differentiate between seed potatoes and regular potatoes sold in local markets. The lack of access to affordable seed potatoes hampers the industry's growth. MIFA started producing Quality Declared Seeds in 2018 but faces challenges in sourcing basic seeds and timing production with local planting cycles. To establish a seed potato industry, MIFA plans to build capacity among member farmers and sell basic seed to other Local Seed Businesses, producing Quality Declared Seed. This mixed business model presents challenges but provides locally produced, affordable certified seed to Eastern Ugandan potato farmers. Building an Integrated Seed Business requires specific equipment, infrastructure, expertise, and land. MIFA aims to connect with plantlet suppliers, develop screenhouses, and establish diffused light storage facilities to maintain seed quality. A gravity-fed irrigation system will support year-round production, and packaging will include certification and traceability details. The partnership with REACH-Uganda and the Kween District Local Government includes road reconstruction to facilitate transportation. Le projet cible des zones agroécologiques spécifiques, notamment la vallée du fleuve Sénégal (VFS), les Niayes, le Bassin Arachidier, la Casamance et l'est du Sénégal. Dans le cadre de ses activités opérationnelles, le projet a réalisé une étude approfondie axée sur la cartographie et la caractérisation des fournisseurs d'engrais au Sénégal. Le présent numéro de Dundël Suuf Flash Info est dédié au partage des principales conclusions de cette étude menée entre juillet et septembre 2020. L'étude plonge dans la commercialisation des engrais au Sénégal, présentant une ventilation des principaux acteurs et de leurs rôles au sein de la chaîne de distribution. Cinq grandes catégories d'acteurs, dont les fabricants/mélangeurs, les importateurs, les exportateurs, ainsi que les grossistes et détaillants, constituent 85 % des participants sur le marché des engrais. Le secteur des engrais, occupant un rôle central dans l'agriculture, est marqué par une demande croissante. Bien que les grossistes et détaillants soient les principaux acteurs de la distribution, d'autres se spécialisent dans l'importation, l'exportation et la fabrication. Les importateurs se positionnent comme les principaux acheteurs en termes de volume. Le rapport met en lumière des défis tels que les problèmes de distribution et le coût élevé des engrais, exacerbés par la salinité des sols dans le Bassin Arachidier et la Casamance, ainsi que des préoccupations concernant la qualité des engrais. L'étude se conclut par des recommandations essentielles, notamment la nécessité de mettre à jour les formules d'engrais en fonction des conditions pédoclimatiques et des cultures utilisées, d'assurer une disponibilité opportune et accessible, d'améliorer l'organisation du secteur et de renforcer les capacités des acteurs du secteur. La dynamique des genres au sein du secteur des engrais est discutée, les hommes dominant à hauteur de 93 %. L'âge moyen des fournisseurs d'engrais est de 47 ans, avec une vaste expérience. L'étude souligne l'importance de comprendre les subtilités du secteur pour une prise de décision et une intervention efficaces.

Parallèlement, les tests réalisés avec de nouvelles technologies de fertilisation des sols ont reçu des retours positifs des producteurs, indiquant leur efficacité par rapport aux pratiques traditionnelles. Ces technologies comprennent la Microdose (MD) pour le mil, le maïs et le sorgho, et le Placement Profond de l'Urée (PPU) pour le riz. Ces tests ont été réalisés dans le cadre du projet Feed The Future Senegal Dundël Suuf, une initiative de trois ans (2019-2022) financée par l'USAID et mise en œuvre par le Centre International pour le Développement des Engrais (IFDC) dans cinq zones agroécologiques (ZAE) (Bassin arachidier, Niayes, Vallée Fleuve Sénégal, Casamance et Sénégal oriental) au Sénégal. - ItemFlashInfo-Edition numéro 0007(2021) IFDCLe Placement Profond de l’Urée (PPU) est une technologie de fertilisation développée par le Centre International pour le Développement des Engrais (IFDC) et ses partenaires depuis les années 1980 en Asie (Bangladesh, Cambodge, Népal et Vietnam). Conçue spécifiquement pour la culture du riz, cette technologie implique l'enfouissement d'un granule d'urée, appelé urée super granulée (USG), dans le sol en une seule application, de manière localisée et à une profondeur spécifiée, facilitant une libération lente d'azote tout au long du cycle de la culture. L'IFDC a introduit cette technologie en Afrique de l'Ouest en 2008-2009 à travers le programme de Gestion des Ressources Naturelles (GRN), en collaboration avec le projet MIR+, promouvant sa diffusion au Burkina Faso, Mali, Nigeria, Niger, Sénégal, Bénin et Togo. Son expansion à travers le Sénégal s'est déroulée en plusieurs phases. Le projet Dundël Suuf s'est concentré sur les aspects méthodologiques, ciblant les zones agroécologiques dominées par la culture irriguée ou de bas-fond du riz au Sénégal, comprenant la Casamance, la vallée du fleuve Sénégal, l'est du Sénégal et le Bassin Arachidier. Des parcelles de démonstration ont été établies selon un protocole élaboré par l'équipe du projet et mis à la disposition des Bureaux de Gestion de Projet (PMOs). La parcelle de chaque producteur a été subdivisée en quatre parties égales (500 m2 chacune) représentant différents traitements : pratiques paysannes traditionnelles (T1), le Placement Profond de l’Urée (PPU) (T2), recommandations de recherche (T3) et un témoin sans engrais (T4). La collecte de données, comprenant des informations agronomiques et économiques, s'est déroulée à l'aide de formulaires normalisés. Le projet a agrégé des données provenant de différentes zones agroécologiques pour constituer une base de données nationale. Le traitement des données, les calculs de rendement et la génération de graphiques ont utilisé Excel et STATA. Les analyses se sont concentrées sur la comparaison entre les pratiques paysannes traditionnelles et le Placement Profond de l’Urée. Gérées par 66 hommes et 39 femmes, les parcelles de démonstration ont été distribuées de manière stratégique dans différentes zones (ZAE). Le projet Feed the Future Senegal Dundël Suuf, mis en œuvre par l'IFDC, visait à améliorer la disponibilité et l'utilisation de nouveaux engrais de haute qualité grâce à des systèmes d'approvisionnement efficaces dirigés par le secteur privé pour améliorer et maintenir la fertilité des sols au Sénégal. Cette initiative, s'alignant sur les efforts passés de promotion de produits et technologies de fertilisation éprouvés et respectueux de l'environnement (y compris le PPU), a signé des sous-contrats avec des partenaires de mise en œuvre (PMOs) pour la mise en place de parcelles de démonstration de PPU au cours de la saison des pluies 2020/2021. Les partenaires clés incluaient les Directions Régionales de Développement Rural des régions d'intervention, les Directions de Zone de l'Agence Nationale de Conseil Agricole et Rural (ANCAR) et la Société de Développement Agricole et Industriel du Sénégal (SODAGRI). Ce document présente les résultats obtenus dans les parcelles de riz où le PPU a été appliqué, les comparant avec les pratiques traditionnelles des agriculteurs. La section des résultats et discussions révèle que la technologie PPU a nettement surpassé les pratiques traditionnelles, avec des augmentations de rendement nationales dépassant 56 %. L'efficacité de la technologie dans l'utilisation de l'azote a contribué à un tallage amélioré et à des rendements accrus. Dans toutes les zones agroécologiques, le PPU a constamment surpassé les pratiques traditionnelles, la vallée du fleuve Sénégal affichant les rendements les plus élevés pour les deux traitements, attribués à une longue tradition de culture du riz dans des conditions de gestion de l'eau. L'analyse spécifique au genre a indiqué que la domination du PPU sur les pratiques traditionnelles était vraie aussi bien pour les hommes que pour les femmes, avec des facteurs potentiels affectant les tendances de rendement discutés. L'étude a également exploré la performance du PPU selon les variétés de riz, identifiant la Sahel 177 comme la plus productive dans les parcelles de PPU. Malgré des résultats positifs, des améliorations sont possibles, notamment en ce qui concerne le rendement potentiel élevé de certaines variétés. L'étude souligne le potentiel du PPU comme solution pour améliorer les rendements du riz, alignant avec les objectifs nationaux d'atteindre l'autosuffisance en riz, comme indiqué dans le Plan d'Actions Prioritaires Ajusté et Accéléré (PAP 2A). Cependant, il est crucial de relever les défis liés à la nature intensive du travail d'enfouissement des granules d'urée super et à leur accessibilité pour une adoption généralisée. L'analyse souligne également la nécessité de poursuivre les investigations pour identifier et résoudre les contraintes limitant la performance de différentes variétés de riz. En conclusion, le Placement Profond de l’Urée (PPU) présente une approche prometteuse (P.RI.M.E. - Produit plus de RIz avec Moins d’Engrais) pour améliorer les rendements du riz avec une utilisation réduite d'engrais. Le projet Dundël Suuf contribue à cette connaissance en collectant mensuellement les prix des engrais au Sénégal, mettant en évidence des observations telles que la rareté des engrais entraînant une hausse des prix dans toutes les zones et l'absence de NPK (surtout 15-15-15) sur le marché.

Son objectif stratégique est d'améliorer la disponibilité et l'utilisation de nouveaux engrais de haute qualité grâce à des systèmes d'approvisionnement efficaces dirigés par le secteur privé afin d'améliorer et de maintenir la fertilité des sols au Sénégal. Les trois résultats attendus de la mise en œuvre du projet sont les suivants : Résultat 1 : Des formules d'engrais améliorées et appropriées sont développées et diffusées aux agriculteurs ; Résultat 2 : Des produits et technologies d'engrais éprouvés et respectueux de l'environnement sont diffusés et mis à l'échelle ; Résultat 3 : Le cadre politique et réglementaire du secteur des engrais est amélioré. Financé pour une durée de trois ans (2019-2022), le projet couvre cinq zones agroécologiques au Sénégal : la Vallée du Fleuve Sénégal, le Bassin Arachidier, la Casamance, les Niayes et le Sénégal oriental. Le projet a établi un partenariat avec 17 organisations, dont les Directions Régionales de Développement Rural, les organisations paysannes et les agences de développement, pour mener à bien ses activités. Cet aperçu succinct met en lumière les partenaires du projet et leurs réalisations dans différentes zones d'intervention.

- ItemFlashInfo-Edition numéro 0012(2021) IFDCDans le contexte de l'extension des technologies de fertilisation éprouvées, un accord de partenariat a été établi entre l'IFDC, l'agence d'exécution du projet Feed The Future Senegal Dundël Suuf, et la Société de Développement Agricole et Industriel du Sénégal (SODAGRI). Cette collaboration visait à mettre en place des parcelles de démonstration de la technique de Placement Profond de l'Urée (PPU) sur 1 500 hectares de riz pour la campagne hivernale 2021/2022. Pour faciliter l'adoption de la technologie, SODAGRI a organisé une visite d'échange dans le bassin de l'Anambé le 17 novembre 2021, impliquant des producteurs de riz participants et non participants aux démonstrations pour discuter des effets de la PPU sur le riz et formuler des recommandations pour son extension. La visite a réuni des producteurs de riz des cinq régions de la zone d'intervention de SODAGRI : Ziguinchor (5), Sédhiou (5), Kolda (5), Tambacounda (5) et Kédougou (5), totalisant 25 participants, dont 24% étaient des femmes. Les points focaux, les représentants de la direction technique de SODAGRI, ainsi que les gestionnaires d'activités régionaux (RAM) pour la Casamance et le Sénégal oriental ont également participé à la visite. La parcelle de démonstration de 1,25 hectare de la PPU de M. Abdoulaye DIALLO, en phase de maturation, a été visitée par les producteurs. Elle a été divisée en deux parties égales, l'une étant consacrée à la technologie PPU et la seconde représentant les pratiques agricoles traditionnelles (PP). "Avant d'appliquer la PPU à une dose de 113 kg/ha d'Urée Super Granulée (USG) en tant qu'engrais de couverture, un décalage croisé a été effectué pour la préparation du sol, et 100 kg/ha de Phosphate Diammonique (DAP) ont été appliqués en tant qu'engrais de fond." Le semis du riz avec la variété L19 a été réalisé directement, sans passer par la pépinière, en utilisant un semoir à la dose de 40 kg/ha. Une opération de démarcation a été effectuée pour obtenir un espacement de 20X20 cm, conformément au protocole expérimental de la technologie. L'application de l'USG a été effectuée manuellement le 30e jour après la levée, impliquant sept jeunes hommes et M. Abdoulaye DIALLO, totalisant huit personnes pour 0,625 hectare. Deux jours ont suffi pour l'application de la PPU sur toute la parcelle, au coût de 28 000 F CFA (coût de la main-d'œuvre). Sur la parcelle paysanne, Abdoulaye a semé 80 kg de semences de riz, utilisé 100 kg de DAP et 100 kg d'urée par hectare. M. Abdoulaye DIALLO a exprimé sa satisfaction et son plaisir de voir sa parcelle florissante. Cependant, il a mentionné une seule contrainte, qui est l'application intensive de l'USG. Après la présentation des deux parcelles adjacentes (PPU et PP), les producteurs ont unanimement reconnu la nette différence entre elles. Selon eux, il n'est pas nécessaire de connaître les rendements exacts pour comprendre que la parcelle PPU aura des rendements nettement plus élevés par rapport à la parcelle PP. Comme soulevé par le producteur leader, Abdoulaye Diallo, et d'autres qui ont expérimenté avec succès dans différentes régions, ils suggèrent de mécaniser la technologie pour une diffusion généralisée. En réponse à cette préoccupation, le projet a déjà collaboré avec un machiniste agricole qui est bien avancé dans le développement du premier prototype de l'applicateur PPU et MD (Microdosing). L'une des conclusions clés est la forte mobilisation des producteurs et leur satisfaction à la fin de la visite. Cependant, il a été fortement recommandé d'impliquer la presse pour souligner l'importance de l'événement et d'organiser une visite d'échange dans la Vallée du Fleuve Sénégal pour mieux comprendre les effets de la PPU sur le riz dans une zone agroécologique différente du Bassin de l'Anambé.

Une journée d'échanges a été organisée pour présenter les réalisations du projet en matière de cartographie de la fertilité des sols, discuter du développement et des tests des nouvelles formules d'engrais avec le secteur privé et l'Institut Sénégalais de Recherches Agricoles (ISRA). Les discussions ont souligné la collaboration entre le secteur privé et la recherche, la fourniture d'échantillons par le secteur privé pour les tests, et l'adoption d'une feuille de route pour les essais des nouvelles formules d'engrais. Parallèlement, des visites d'échanges ont été organisées dans les régions de Louga et Kébémer pour discuter des performances de la technologie de la microdose, confirmant les bons résultats observés. Des visites d'étudiants ont également eu lieu à Tambacounda pour découvrir les technologies de microdose et de Placement Profond de l’Urée (PPU) mises en place dans le cadre du projet Dundël Suuf. Enfin, une analyse des prix des engrais a été fournie, notant des variations par rapport au mois précédent, notamment la disponibilité de certains engrais sur le marché.

Ce rapport couvre les résultats satisfaisants de la campagne 2021, mettant en avant les réalisations, les résultats, et les prix subventionnés et non subventionnés des engrais au Sénégal.

Ces ateliers avaient pour objectif de partager et valider les résultats des campagnes de contre-saison 2020-2021 et de l'hivernage 2021-2022. Les ateliers ont rassemblé 354 participants, dont 92 femmes (26%). Ils ont permis aux Directions Régionales de Développement Rural (DRDR) de Thiès, Louga, Diourbel, Matam et Saint-Louis, aux Directions de zones de l'ANCAR Niayes, de la Vallée du fleuve Sénégal et du Bassin arachidier Sud, ainsi qu'au RESOPP, de présenter les résultats des différentes activités autour des parcelles de démonstration et de diffusion au cours de l'année 2021.
- ItemFlashInfo-N° 0016 / Avril 2022(2022) IFDCLe projet Feed the Future Senegal Dundël Suuf est une initiative de trois ans et demi (2019–2023) financée par l'Agence des États-Unis pour le développement international (USAID) et mise en œuvre par le Centre international pour le développement des engrais (IFDC) en partenariat avec le Ministère de l'Agriculture et de l'Équipement Rural (MAER). Les objectifs spécifiques du projet sont d'augmenter la disponibilité et l'utilisation de nouveaux engrais de qualité grâce à des systèmes d'approvisionnement efficaces dirigés par le secteur privé pour améliorer et maintenir la fertilité des sols au Sénégal. Les résultats attendus comprennent le développement et la diffusion de formules d'engrais améliorées et appropriées, la diffusion et la mise à l'échelle de produits et de technologies d'engrais éprouvés et respectueux de l'environnement, et l'amélioration de la politique et de l'environnement réglementaire dans le secteur des engrais. Les zones agroécologiques sélectionnées pour l'intervention sont la vallée du fleuve Sénégal (VFS), les Niayes, le Bassin Arachidier, la Casamance et le Sénégal oriental. Cette édition de Flash Info met l'accent sur les résultats clés du projet. En partenariat avec l'ISRA, 2 556 échantillons de sol ont été prélevés à l'échelle nationale et analysés avec le soutien de l'Institut National de Pédologie (INP) et du Centre de Suivi Écologique (CSE). L'analyse a donné lieu à 16 cartes de fertilité des sols du Sénégal couvrant divers éléments. Ces cartes ont été officiellement remises au Gouvernement du Sénégal par le biais du Ministre de l'Agriculture et de l'Équipement Rural, Pr Moussa Baldé, lors d'une cérémonie organisée par le projet le 24 mars 2022 à l'Hôtel King Fahd Palace de Dakar. L'évaluation de la campagne 2021/2022 a révélé que les performances agronomiques notées lors de la saison précédente ont été confirmées avec l'application de la microdose sur l'oignon, le gombo, la tomate, l'aubergine, le piment, le mil, le sorgho, le maïs (Figure 1 et 2), et sur le riz avec l'application du Placement Profond de l'Urée (PPU) (Figure 3). En ce qui concerne les prix des engrais au Sénégal (avril 2021 - 2022), on a enregistré une hausse significative par rapport à avril 2021, allant de 130 % pour le triple 15 (NPK 15 15 15) à 222 % pour l'urée.

Les recommandations incluent la mécanisation de la technologie, le plaidoyer pour la subvention de l'USG, et l'installation du secteur privé dans les zones à forte demande.

Les résultats positifs ont suscité l'intérêt des producteurs bénéficiaires et non bénéficiaires, qui demandent une expansion de la technologie dans d'autres zones.
