AbstractThis report presents an overview of the assistance the International Fertilizer Development Center (IFDC) provided to the Philippine Phosphate Fertilizer Corporation (PHILPHOS) in establishing a new fertilizer complex on Leyte Island. The complex, owned and operated by PHILPHOS, aims to reverse the declining trend in Philippine fertilizer production and increase self-sufficiency in food production. The report highlights using two indigenous resources on Leyte Island: phosphate from the Bantigue deposit and sulfuric acid produced by the Philippine Associated Smelting and Refining Association (PASAR) copper smelter. IFDC's involvement began in 1981 when PHILPHOS requested technical assistance, and IFDC engineering consultants were stationed in the Philippines to support the design and development of the complex. The initial stages of the project involved mineralogical and chemical studies of exploration samples from the deposit site, leading to the selection of a typical ore and the development of a beneficiation procedure. Attrition scrubbing and sizing were chosen as the beneficiation procedures to reduce the iron and aluminium contents of the ores. The report also discusses the progress of the collaborative rubber-coated urea project between IFDC, PETRONAS (Petroliam Nasional Berhad), and the Rubber Research Institute of Malaysia (RRIM). The project aims to increase the efficiency of urea fertilizer and has significant implications for the Malaysian agricultural sector. Furthermore, the report highlights the annual meeting of the Program Review Committee at IFDC Headquarters, where members reviewed existing and planned programs and made recommendations for new activities. The committee emphasized the importance of socioeconomic studies, the establishment of a Fertilizer Evaluation Data System and Advisory Unit (FEDSAU), and IFDC's unique capability to advise on fertilizer production and use.
