Abstract | This policy brief explores the significance of a harmonized regulatory framework in West Africa, particularly within the Economic Community of West African States (ECOWAS), for the effective functioning of regional and national fertilizer markets. The implementation of such a framework is essential for ensuring the timely supply of high-quality fertilizers to knowledgeable farmers at affordable prices through professionalized private supply chains. The paper discusses the background of this regulatory framework, emphasizing the importance of fertilizer quality control and the role of well-trained operators in the fertilizer supply chain. It also provides insights into the current state of implementation of the 2012 regional regulations in West African countries. The policy brief concludes by highlighting the implications for policy and research, including the need for political commitment, capacity building, and private sector engagement in the fertilizer industry. | |
